Saad Trading Inc., a food importer based in Michigan, failed to comply with the Foreign Supplier Verification Program (FSVP) regulation for multiple imported food products including plain halva, tahina, and dried okra. The company did not perform required risk-based verification activities to ensure that imported foods met applicable U.S. food safety standards, as mandated under 21 CFR part 1 subpart L. This enforcement action was initiated following an FDA sample finding of Salmonella in plain halva from the company's foreign supplier, which resulted in the product being placed on Import Alert 99-19 in March 2021.
