Minland of Texas, Inc., a food importer based in Houston, Texas, failed to develop and maintain a Foreign Supplier Verification Program (FSVP) for imported foods including peanut gluten, soy sauce, and rice vinegar, in violation of section 805 of the FD&C Act and 21 CFR part 1, subpart L. Following a June 2024 remote inspection—the third inspection of the company since March 2023—the FDA found significant compliance gaps in the company's risk-based verification activities designed to ensure imported foods meet U.S. food safety standards. The company did not respond to the FDA 483a observations issued on June 12, 2024, prompting the warning letter.
