JX Restaurants, Inc., a ready-to-eat rice and noodle meal manufacturer in Missouri, was found to have violated Current Good Manufacturing Practice (CGMP) and Hazard Analysis and Risk-Based Preventive Controls regulations under 21 CFR Part 117 during an FDA inspection from August through September 2023. FDA environmental samples detected Listeria monocytogenes, a human pathogen, in multiple areas of the processing facility, leading to a determination that the company's products were adulterated as they had been prepared, packed, or held under insanitary conditions that could render them injurious to health. The facility also operates under USDA FSIS jurisdiction and produces products that fall under FDA oversight, creating a dual regulatory framework for compliance.
