Garcia Fresh Vegetables LLC, a fresh produce importer based in McAllen, Texas, failed to establish and maintain a Foreign Supplier Verification Program (FSVP) as required under federal food safety law, with inspectors finding that the company had not developed an FSVP for any of the foods it imports. During a December 2024 inspection, FDA identified significant violations of 21 CFR Part 1, Subpart L, including the company's failure to perform risk-based verification activities to ensure imported produce met applicable U.S. food safety standards. The company did not respond to the Form FDA 483a observations issued at the conclusion of the inspection, which was the third FDA inspection of the facility since 2019.
