Master Paints & Chemicals Corp., a drug manufacturer in Puerto Rico, failed to conduct adequate testing on over-the-counter products including alcohol-based hand sanitizer, anti-bacterial soap, isopropyl alcohol, and hydrogen peroxide prior to release, violating Current Good Manufacturing Practice (CGMP) regulations. The FDA inspection in October 2023 found the company relied solely on density meters for finished product strength testing instead of performing required potency and microbiological testing to ensure products met predetermined quality specifications. This failure to adequately test batches for identity, strength, and safety rendered the drug products adulterated under federal law.
