J & L USA Inc., an importer of food and beverages, failed to establish Foreign Supplier Verification Programs (FSVP) for multiple products including Green Tea, Dried Bamboo Leaf, Dried White Fungus, Rock Candy, and Brown Candy in Pieces imported from undisclosed foreign suppliers, violating 21 CFR Part 1 Subpart L. The company had previously been cited for the same Rock Candy and Brown Candy violations in a May 2019 inspection and failed to respond to either the initial or follow-up FDA 483a observation forms. This repeated non-compliance with FSVP requirements meant the firm was not meeting the mandatory risk-based verification activities necessary to ensure imported food met applicable U.S. food safety standards.
