Woobo LLC dba Purunchon Inc., an importer of food and beverages including Napa cabbage kimchi, soybean paste, and other products, failed to establish Foreign Supplier Verification Programs (FSVPs) for multiple imported items as required under 21 CFR part 1 subpart L. The company did not comply with section 805 of the Federal Food, Drug, and Cosmetic Act despite receiving FDA 483a observations during three separate inspections (December 2018, August 2019, and September 2020) and participating in a compliance meeting in May 2020. These repeated violations across multiple inspection cycles demonstrated the company's failure to implement risk-based verification activities to ensure imported foods met applicable U.S. food safety standards.
